"Tell me about yourself" might be the first question of your interview. It can be definitely expected question for both fresher and experienced candidate. It is an open-ended question. Interviewer wants to know where your mind is. How far can you go with your answer.
One might be confused what to speak about. Some may have advised you to tell about qualifications and experience. And some may have guided you to speak about your personal details because all other details are in Resume or Curriculum vitae.
"What would you like to know ? " might sound rash and insulting. The best way to answer is "what would you like me to talk about?".
For the experienced candidate, interviewer is likely to know about your recent job experience details. Try to talk more about accomplishments. Interviewer is interested to know your recent achievements. He tries to find a perfect fit for his organisation. If you show your perfectness in your previous job, interviewer may be impressed.
Focus on your strengths and abilities. Then discuss how you fit yourself in the present organisation. Speak of how you completed projects under budget. Show your time sense.

1. My name is Fazal. I am from Delhi. I come up with creative solutions to challenges in job. I did my education from Delhi University.
I have an experience of 2.5 years of working in IT industry which is the fastest growing industry and would like to continue with the same profession. I believe that I will get a lot of opportunities in this field and success. My interests are to explore new things, listen music, interact with people and make fun with friends. I enjoy everything that I do. This is all about me.
Just try to be clear,simple and straight. Do not hesitate to talk. Be clear and loud. Provide relevant information without repeating from resume or cv. Don't encourage false facts. Be honest and true. Be positive and concise. Do not try to continue in monologue tone, give chance to the interviewer to dive in and ask questions.
